Michael Boggiano, is an integral piece of WealthCare Financial. Michael entered the Financial Services Industry working for a Fortune 100 company. After a few years, Michael’s client list grew primarily focusing on Physicians and hospital executives. As Michael’s success flourished in the industry he shortly became one of the founders and managing members of WealthCare Financial.
Michael was able to grow WealthCare Financial into one of the leading firms in the industry who primarily work with Physicians and other medical professionals. With his experience in the business he has helped grow and expand the company’s already thriving business. He has developed a passion for helping families achieve their financial and retirement goals.
Michael was born and raised in South Florida and currently resides in Boca Raton, FL. He enjoys spending time with his family and friends. Also, he is an avid sports fan (Miami Dolphins) and enjoys golfing.
Shaun TarzyManaging Partner
Shaun Tarzy has spent over 13 years helping his clients ensure that they are planning for retirement and saving for their loved ones. While interning at MassMutual, a Fortune 100 firm, Shaun found his passion for financial services. He is a founding member of WealthCare Financial and CollegeCare Financial. The former focuses on helping prepare physicians for their financial goals through retirement planning and the latter ensures that families have a strategy to put their loved ones through college.
Shaun holds a 2-15 insurance license and is a Registered Investment Advisor. He graduated with honors from Florida Atlantic University with a degree in finance and marketing.
Shaun has lived in Boca Raton most of his life and was recently married. He and Alexis love traveling the world, eating exotic foods, and collecting mineral specimens.
Karl Hoover is an integral part of our marketing team. He graduated from Appalachian State University’s College of Business with a BSBA major in Marketing. He joined the FIG team in 2001, after a few years of selling Life Insurance to the Mortgage markets here in North Carolina and Northern Virginia. This experience enabled him to understand the commission based business, and the importance of product support and knowledge from a good FMO. He has been helping quality advisors reach their goals for over a decade now.
Karl, Lisa, and daughters Lyla and Hannah call Uptown Charlotte, North Carolina, their home.
Brooks RileyDirector of Investments
Brooks is a member of the Investment Team and works for Alphastar’s sales & marketing teams where his primary responsibility is overseeing the Pathways new advisor training program. He works to prospect, on-board, and coach newly licensed investment advisors to ensure that they are able to efficiently and properly build a productive advisory business. He brings 8+ years of sales experience in the investment management industry to the Alphastar team.
Brooks attended Northeastern University in Boston, MA where he graduated with a Bachelors of Science degree in Business Administration with a concentration in Finance and Investments. He then moved to New York City to begin his career as a financial consultant with a mid-size broker/dealer and investment bank. After 3 years in New York he moved to the firm’s San Francisco office to head up a program to recruit and mentor new broker trainees as well as manage a book of high net worth clients. Brooks has since returned to his hometown of Davidson, NC and enjoys playing golf, soccer, and ice hockey in his spare time.
Bob Drury CFA®, CFP®Director of Financial Planning
Bob manages Alphastar’s Financial Planning Desk and is responsible for supporting advisors by creating comprehensive financial plans based on advisor’s specifications and financial planning software. After constructing a plan, Bob works directly with the advisor to discuss the case, make necessary alterations, and as a point of sale resource for the presentation. Bob is a resource for enhancing relationships, building confidence, supplying credibility, and ultimately, better servicing clients.
Bob has a Bachelor of Science in Communications, with an International Business minor from Appalachian State University. He obtained his Chartered Financial Analyst designation in 2018 and the Certified Financial Planner designation in 2008. He has extensive experience in the investment industry including positions at Vanguard as a Financial Planner, on LPL’s bond desk, as a Research Allocation Analyst with Linden Thomas & Co, and as an Annuity principal for MetLife. Prior to his finance career, Bob worked as a news reporter which further developed his communications skills. These skills have been utilized through a variety of education initiatives and presentations as part of the Financial Planning Desk.
Hillary KesslerFinancial Planner

She prides herself on getting to know each client so she can understand their individual needs and what matters most to them and their families. Hillary is originally from a small rural town in Iowa. She moved to Florida as a child and has spent the past 23 years growing here. She graduated from the Dwayne O. Andreas School of Law and obtained her Juris Doctorate degree in December 2014. She then went on to graduate from Florida International University with both a Master’s Degree in Business and a Masters Degree In Finance in December 2016. She also maintains the following licenses: 2-15, Series 7 and Series 66.
Hillary currently lives in Miami in the heart of the city. She enjoys cooking, spending time with her friends, and soaking up the city lights at night.

With extensive experience working with doctors and medical professionals, H. has been able to guide his clients into reliable planning options as individuals as well as part of a medical practice.

Andrew BallDirector of Life Insurance
Andrew is the key to understanding and placing life insurance with the correct company depending on what the clients needs are. He joined the FIG family after graduating from Appalachian State in 2012 with a major in Business Administration and Economics. He started his career at FIG as a sales assistant, providing support for the rest of the sales team and learning under one of FIG’s most senior sales consultants. In January of 2014 Andrew was promoted to his current role as a sales consultant and began building his book of business. Having spent his entire career at FIG allowed Andrew to have a strong understanding of how his advisors conduct their business, and how he can help them implement life insurance into their clients retirement plans. Andrew was born in Charlotte, North Carolina and spent most of his childhood growing up in the Lake Norman Area. He now resides in Cornelius with his wife Erin, and their daughter Norah.

Wesley is a graduate of Appalachian State University in Boone, NC where he received a Bachelor of Science in Advertising, and a Minor in Marketing. He is a member of our annuity department and specializes in assisting agents with case construction, product selection and generating sales ideas. His primary goal is to make his agents’ job easier. Heather is the director of operations and assists the entire team to ensure that they are able to provide elite service to each and every one of our clients. The team relies on Heather to ensure that every policy meets the standards of Wealthcare Financial as well as its clients.
Her experience as direct of operations has made her a pivotal part of the team for over five years and she assists team members throughout the state of Florida.
Donna KaplanOffice Manager
Donna is the glue that holds it all together. As office manager, she makes sure that every member of the team is on top of each project, providing the best quality service possible to each client. She is also responsible for ensuring that every client of Wealthcare Financial receives updates on the status of their plans, new opportunities as they come available and can schedule a call or meeting with their representative.
